Introducing FACITS

FACITS is a Framework for Accessing Community Information Technology (IT) solutions. It will comprise a number of modules, each packaged as a workbook that any community group will be able to follow and draw on. Ongoing support, training, and consultation is available and the workbooks will be enhanced and improved, as needed, to match the needs of its changing market.

The primary modules that could make up FACITS are listed below. They move from establishing objectives and management frameworks (phase 1), to a series of primary (phase 2) and secondary (phase 3) modules.

Phase 1:

Directions – a tool to help define the community and its environment, clarify demands, and establish some preliminary objectives.

Fish-bones – a project management framework that directly links high-level objectives to action, co-ordinates multiple projects, and ensures that all can effectively participate. Attention is also paid to public relations and succession planning.

In phase 2:

Tahi – an innovative approach to community mapping and networking that maps the community, strengthens its components, and works to enhance a community's ability to support its residents.

The MINE – a template for the design and establishment of a generic community telecentre . Facilities plans, business plans, marketing plans, and action plans are included within this template. The template will be designed so that all possible users can customise it – to answer their own specific requirements and opportunities.

Gateways – a basis for developing community-wide Internet strategies. The development of local Web portals and community-owned web-hosting facilities is to be included within this tool.

In phase 3:

Polity – the development of scaleable models for e-democracy and participation

LED -- building a base for sustainable local economic development.

Connections – a set of tools to assist a community obtain the telecommunications infrastructure it requires.

Resources available

Introducing Fish-bones (104 kb, PDF) -- an overview prepared for the Connecting Communities conference in November 2003.

Directions (1.45 Mb, PDF) -- the draft version of the first module of the FACITS workbook.

Fish-bones (360 kb, PDF) -- the draft version of the second module of the FACITS workbook.

The FACITS Web Resource -- this is a web-based resource that guides you through the planning process.  It contains all of the information from the Directions and Fish-bones modules, including the template documents, but you no longer have to download the entire document.  The web version is the most updated version of the planning modules.

Status:

Work on Phase 1 is now complete.  PDF versions of the Directions and Fish-bones modules are available, together with a web-based resource containing the latest versions of both modules.  Feel free to use these resources -- we welcome your comments.

Work Raft has considerable resources for phases 2 and 3 although the workbooks have yet to be finalised.  Please get in touch if you would like more information, guidance, or suggestions.
